(a) No sump pump system shall be permitted to discharge water, either directly or indirectly, onto the surface of any public right of way, other than drainage ditches intended to carry storm water runoff, unless the same is approved and a permit is issued therefor by the Chief Building Inspector prior to installation.
(b) Subsection (a) hereof shall apply to all sump pump systems installed after the passage of this section.
(c) The fee for a permit will be twenty-five dollars ($25.00).
(d) The owner of property containing a sump pump system which violates subsection (a) hereof shall, at such owner's expense, cause such sump pump system to be modified as directed by the Chief Building Inspector or the City Engineer so that such sump pump system discharges water into a stormsewer.
(e) At such time as the stormwater master plan is adopted and stormwater drainage is provided to the home owner, the home owner must, at his or her own expense, connect to such system within six months. However, the City reserves the right, after the passage of this section, to remove any sump pump draining into a street that is considered a health or safety hazard to the neighborhood.
