1466.07 CULVERT PIPE REQUIRED.
   No property that adjoins a public right of way shall be developed within the corporate limits of the City, nor shall a building permit be issued therefor, until such time as the developer thereof installs a road-ditch culvert in accordance with standards promulgated by the City Engineer and, further, establishes a rough driveway for access in and to said premises during the period of construction or development. No contractors or developers shall utilize other property, public or private, as primary access to the site for construction purposes, nor shall employees of the developer or contractor park vehicles upon neighboring public streets or premises when such facilities are reasonably available on-site. The Chief Building Inspector, in his or her sole discretion, may allow temporary off-site parking due to unusual circumstances when, in his or her judgment, conditions warrant the same.
