Each certificate of registration and qualification shall expire on December 31 following the date of its issuance and shall be renewed by the City upon application of the holder of the certificate. Payment of the required fees may be made any time before or on January 1 of each year. If there is a lapse of over fifteen days from the expiration of a certificate renewal, the renewal fee shall be the same as on an original application.
