No person shall engage in the business, or act in the capacity of, a contractor, as herein defined, except pursuant to a certificate of registration and qualification issued by the municipality, unless such person is particularly exempted by other provisions of this chapter. Failure to comply with this requirement prior to commencing any work in the City of Vermilion shall result in a registration fee of five hundred dollars ($500.00).
