1250.01 PROCEDURE FOR APPROVAL.
   After approval for recording of the dedication plat by the Planning Commission, the following procedure shall be followed:
   (a)   The engineer of the subdivision shall consult the City Engineer as to the engineering details required for all improvements. The requirement of street lighting facilities, either underground or above ground, shall be recommended and approved by the City Engineer and the Commission. In fulfilling such obligation, the subdivider shall plan or cause to be planned the installation of street lighting facilities pursuant to certain agreements between the subdivider and the electric utility company which are consonant with any existing contracts between the City and such utility company. The subdivider is required to grant unto such utility company all easements necessary for the initial installation, operation and maintenance of street lighting facilities, all of which shall be accomplished before the final acceptance of such subdivision.
      Where the subdivision is outside the City and within the three-mile limit of subdivision jurisdiction and the plans for the subdivision call for the installation of septic tanks for sanitary disposal or central sewage treatment facilities, an additional print shall be sent to the Lorain or Erie County Board of Health or the Lorain or Erie County Sanitary Engineer for report and approval.
   (b)   After the plan has been reviewed by the City Engineer and other concerned agencies and the design details and requirements have been satisfactorily met, it shall be reported back by letter to the Commission.
   (c)   The plan, signed by the City Engineer, together with the signature of the Director of Public Service regarding the improvements, shall be transmitted to the Commission.
   (d)   After final approval by the Commission, the plan shall be signed by the Chairman and returned to the City Engineer.
   (e)   The City Engineer shall have a mylar tracing made of the final plan. The cost of the plan shall be charged against the fund deposited by the subdivider. The original tracing shall be recorded by the City Engineer.
   (f)   Before any subdivision plat or construction plan is given final approval, the subdivider or developer shall have executed a subdivider's agreement with the City of Vermilion or any other applicable city or county department, acting through the City Engineer as its agent.
   (g)   A performance bond for the amount of the construction and inspection costs as estimated by the City Engineer shall be deposited with the Clerk of Council before authorization of any construction. In lieu of the performance bond, a certified check in the amount of ninety percent of the estimated construction cost shall be accepted. Upon final approval of the construction plans, four sets of prints shall be required for the use of the City Engineer.
