There shall be paid into the Park Improvement Fund (Fund No. 204):
(a) The fees required by this chapter and all income derived from such fees;
(b) Gifts, bequests and legacies made to the Park Improvement Fund and all income derived from such gifts, bequests and legacies; and
(c) An amount collected by the City for such purposes from real property taxes, which amount shall in no event be less than the fees deposited in the Park Improvement Fund during the preceding year.
