1249.01 FINDINGS; PURPOSE; INTENT.
   It is hereby determined that: (i) continuing development within the City has placed a strain on the City's parks and other recreational facilities; (ii) the City requires additional revenues to provide the residents of the City with appropriate recreational facilities; and (iii) a portion of the burden should be borne by the developers and purchasers, who are incidentally but not totally responsible, and the remaining share of the cost should be borne by the residents of the City, who will also be using the facilities. The fees assessed pursuant to this chapter, along with monies derived from other Municipal funds, shall be used for the planning, acquisition, improvement and expansion of public parks, playgrounds and other recreational facilities to serve the increasing growth and development of the City. It is the purpose of this chapter to assure that new development bears a proportionate share of the cost of expenditures necessary to provide such recreational facilities in the City. It is Council's intention that the fees collected pursuant to this chapter shall be supplemented by appropriations from the general revenue and committed to park and recreation purposes.
