(a) Dimensions and Shape Considerations. The lengths, widths and shapes of blocks shall be determined with due regard to the following:
(1) Provision of adequate building sites suitable to the special needs of the type of use contemplated.
(2) Zoning requirements and the requirements contained in these Regulations as to lot size and dimension.
(3) Needs for convenient access, circulation, control and safety of street traffic.
(4) Limitations and opportunities of topography.

(b) Length. Blocks shall not exceed 1,800 feet in length except where topographical conditions require longer blocks, nor shall they be less than 400 feet in length. Wherever blocks are longer than 1,800 feet, crosswalk easements not less than twenty feet in width shall be required near the center of the block. The Planning Commission shall require that Portland cement concrete sidewalks five feet in width be provided in the crosswalk easement.
