(a) Conformity With Thorofare and Park and Recreation Plans. All proposed subdivisions shall conform to the Official Thorofare Plan of the City and the City Park and Recreation Plan and any subsequent revisions thereof.
(b) Drainage.
(1) General. The Planning Commission shall not approve any subdivision having inadequate storm and/or sanitary drainage, as determined by the City Engineer and the County Engineer and Sanitary Engineer if these County officials are involved. The City Engineer shall require the subdivider to design a system of storm sewers through the area being subdivided to satisfactorily drain the entire area, which may be owned by others, which would naturally drain to Lake Erie or to the Vermilion River as indicated by the current United States Geological Survey Map. The eventual use of the higher land shall be considered when designing the system of sewers. The City Engineer shall also require the subdivider to design the sanitary sewerage in the area being subdivided to satisfactorily drain the entire area, which may be owned by others, which would naturally drain to the Vermilion City Sewage Treatment Plant as shown on the Burgess and Niple Sanitary Sewage Report dated July, 1972. The eventual use of the higher land shall be considered when designing the system of sewers. It is recognized that this may require the subdivider to install trunk size sewers which are larger in size and at greater depth than would be required to service the immediate area being subdivided.

(2) Protection of drainage courses. No natural drainage course shall be altered and no fill, buildings or structures shall be placed in it, unless approved by the City Engineer, or the County Engineer, if he is involved. The City or County Engineer may require that an easement be provided.
