(a) Preliminary and final site development plans for proposed projects in any Multiple Family Use District shall be submitted to and reviewed by the Planning Commission in three stages:
(1) Preapplication procedure.
(2) Submission of preliminary site development plan.
(3) Submission of final site development plan and building elevation and floor plan drawings of the proposed building.
(b) It is the intent of this procedure to insure that all parties are specifically aware of significant aspects of the proposed development and that the public interest is met in terms of the provision of air, sunlight, open space, access for vehicles (including ambulances and fire fighting equipment), orientation, separation of buildings, area densities and related items.
