1244.03 PRELIMINARY PLAN SPECIFICATIONS.
   (a)   Residential. The preliminary plan shall be drawn to a scale of not less than 100 feet to the inch, and shall indicate contours at an interval of one foot, plus:
(1)   The location of present property, City, township, county, other corporation and legally established districts, streets, watercourses, topography, other features within the area to be subdivided and similar facts regarding conditions of land immediately adjacent thereto. Topography information should show all natural drainage flowing toward or away from the proposed subdivision. This information may be based on the current U.S. Geological Survey Map.

(2)   The proposed location and width of streets, alleys, lots, crosswalks and easements, including a plan for all land owned.
(3)   Existing sanitary and storm sewers, water mains, culverts and other underground structures within the tract and adjacent thereto.
(4)   The general location and size of the nearest water main and sanitary or storm sewer or outlet.
(5)   The title under which the proposed subdivision is to be recorded and the names of the owner, subdivider and surveyor platting the tract.
(6)   The names of owners of large tracts, or the subdivision title abutting the boundary of the proposed subdivision.
(7)   North point, scale and date.
(8)   The zoning classification of the property to be subdivided.
(9)   Plans or written and signed statements regarding planted areas, parks and playgrounds where applicable.
(10)   Elevations, based on sea level datum as determined by the United States Coast and Geodetic Survey.
(11)   Key Map.
   (b)   Commercial and Industrial. Subdividers or developers of shopping centers and other commercial as well as industrial uses must comply with the same requirements as residential developers, with the exception of paragraph (a)(9) hereof. Plans or written signed statements regarding planted areas and buffer strips may be required by the Planning Commission.
  
   (c)   Other Land Uses. Any other land use which may either alter the existing street or road pattern or materially change or disrupt the existing street or road pattern, or materially change or disrupt the existing flow of traffic, shall be reviewed by the Commission, and a plat may be required if the Commission is of the opinion that such a plat should be recorded.
  
   (d)   Improvements Before Recording. No improvements shall be permitted before a plat is recorded, except site clearance on approval of the Commission.
