These Regulations shall apply to all subdivisions hereinafter made of all land within the City and land within three miles of the City as provided in Ohio R.C. 711.09, unless the City Planning Commission with subdivision jurisdiction over such unincorporated territory shall agree by written agreement that the approval of a plat by the City Planning Commission shall be contingent upon receiving advice or approval by the Lorain County Regional Planning Commission or the Erie County Regional Planning Commission, for such land located in either county.
