The Comprehensive Plan, sometimes referred to as the General Plan or the Master Plan, being a Plan made and adopted by the City Planning Commission, as amended and supplemented, indicating the general locations recommended for the principal streets, parks, public buildings, zoning districts, character and extent of community development and other physical aspects of urban and rural planning, or portions thereof, on file in the offices of the Recorder of Lorain County, the Recorder of Erie County and the City Planning Commission, is hereby accepted, enacted and declared to be the Comprehensive Plan of the City.
