(a) The Director of Public Safety is hereby authorized and directed to manage and control the motor vehicle impound facility of the City in a safe, economical and efficient manner.
(b) The Director of Public Safety is authorized and directed to make such bylaws and regulations as he or she may deem necessary for the safe, economical and efficient operation of the motor vehicle impound facility of the City. Such bylaws and regulations shall have the same force and effect as an ordinance of Council.
