The expenditure of public moneys for the purpose of assisting a nonprofit, public mass transportation system, designated primarily to assist senior citizens who reside within the corporate limits, is hereby determined to be a lawful public purpose. Accordingly, the Mayor, the Director of Public Service and the Finance Director are hereby authorized to expend funds in the manner set forth in this chapter.
