No person shall leave a boat or trailer unattended while utilizing a public launching or loading ramp. Prior to conducting launching or loading operations, all boats shall be prepared and loaded therefor so as to minimize the obstruction of the public ramp, so far as possible. Unloading or loading operations shall occur, as much as practical, away from the ramp itself.
