(a) In the future, the Director of Public Service shall have the authorization to adjust the rates herein established in accordance with the Consumer Price Index in order that the Cemetery Fund shall become self-supportive as an Enterprise Fund. However, before such adjusted rates become final, they shall be confirmed by the amendatory action of City Council.
(b) The Director of Public Service, additionally, shall provide an annual report to Vermilion City Council regarding balances in the cemetery funds.
