(a) All caskets shall require an outer container for burial. Such container is required to support the earth load of the grave so as not to allow the grave to settle, collapse or cave in. All outer containers shall be constructed of concrete, metal or polypropylene.
(b) Concrete containers shall have the following minimum specifications:
(1) Minimum vertical wall thickness 1-1/2 inches
(2) Minimum thickness of the cover 2 inches
(3) Minimum thickness of the bottom 2 inches
(c) Metal containers shall be constructed of metal not lighter than fourteen gauge. The only exception allowed will be for caskets thirty inches in length or less, which may use approved casket-vault combination.
(d) Polypropylene containers shall be at least 120 pounds in weight, one-fourth of an inch thick, and have tensile strength of a minimum of 3,900 p.s.i. at yield.
(e) All outside containers shall be installed by either the personnel of the Cemetery Division or employees of the vault company. This ruling pertains to all cemeteries owned and/or operated by the City.
