No person shall destroy, deface or injure any grave or headstone in any cemetery or commit any other act of vandalism within any cemetery. The City and its Cemetery Division shall not be held responsible for any damage occurring to monuments, sites, flowers, plantings, decorations, etc., unless such damage occurs as a direct result of provable negligent acts or omissions by employees of the City.
