The City will biennially audit the user charge system to ensure:
(a) Proportional distribution of operation, maintenance and replacement (OM&R) costs among classes of users;
(b) Generation of sufficient revenue to pay total costs of operation, maintenance and replacement; and
(c) Application of excess revenue generated from the OM&R segment of the service charge to costs of OM&R attributable to those users for the next year, and adjustment of the rate accordingly. This requirement shall be read as complementary to Section 1044.10 as it identifies more specifically the disposition of excess OM&R revenues.
