The funds received from collection of the charges authorized by this chapter shall be deposited with the Finance Director and shall be accounted for and be known as the Sanitary Sewer Service Fund. When appropriated by Council, this Fund shall be subject to order of the Director of Public Service to be available for the payment of costs and expenses of the management, maintenance, repair and improvement of the City sewerage system. Any surplus in the Fund shall be used for the enlargement or replacement of the City sewerage system or for the payment of interest or principal on any debt incurred for the construction of any portion of such sewerage system, or for the creation of a sinking fund for the payment of such debt.
