In the event a lot, parcel of land, building or premises discharging sanitary sewage, industrial wastes, water or other liquids into the City sanitary sewerage system, either directly or indirectly, is not a user of water supplied by the Division of Utilities, and the water used thereon or therein is not measured by a City water meter, or by a meter acceptable to the Manager of the Division of Utilities, in each such case the owner of the lot, parcel of land, building or premises shall install and maintain, at his expense, a water meter acceptable to the Superintendent for such purpose.
