In case a lot, parcel of land, building or premises discharges industrial or commercial wastes either directly or indirectly into the City sanitary sewerage system, and the Director of Public Service finds that it is not practical to measure such wastes by the water consumption, he shall measure such wastes in such manner and by such methods as he may find practical in the light of the conditions and attendant circumstances of the case in order to determine the sewage service charge according to the corresponding rates provided in this chapter.
