1030.02 DEVELOPER'S DUTY TO GRADE WITHIN SUBDIVISION.
   The developer shall submit to the City, at the same time as presenting development plans or subdivision plans for a single-family subdivision, or a commercial or industrial building site, a grading plan of the area to be developed. The developer shall do the grading in accordance with the plans approved by the City and shall not deviate from such plans except upon the written permission from the City Engineer. Upon completion of the work and with approval of the Engineer for all changes, the developer will furnish the City with "as built" plans of the improvement.
