1022.02 PERMIT APPLICATION AND ISSUANCE; CASH DEPOSIT.
   Each permit for making an opening in, or a disturbance of, a street shall be confined to a single project and shall be issued by the Director of Public Service. An application therefor shall be made on a form prescribed by the Director, giving the exact location of the proposed project, the kind of paving, the area and depth to be excavated and such other facts as may be provided for on such form. The permit shall be issued only after the applicant pays a cash deposit of five hundred dollars ($500.00), which shall be refundable in whole or in part if the City Engineer approves the same not sooner than sixty days and not later than ninety days after the street cut is made. The City shall have the right to appropriate all or part of such deposit to restore the right of way if the permittee fails to do so despite a request by the Engineer to do so. The Engineer shall utilize the Design Manual of the City in establishing standards, which Manual is hereby incorporated herein by reference.
