Council hereby directs and authorizes that any and all net revenues realized by the City of Vermilion, Ohio, as a result of motor vehicle license tax fees imposed under this chapter, directed for capital improvement projects only and specifically for the repair of roads and bridges within the corporate limits. The Director of Finance shall make payment from such revenues for no other purposes until further action of Council. The Finance Director shall consider all revenues to be paid into an appropriate fund within the various accounts of the City of Vermilion, Ohio, and he or she shall draw upon said funds only for capital improvement projects involving the improvement of roads and bridges.
