Each applicant for a taxicab driver's permit under the provisions of this chapter shall be examined by a person designated by the Mayor as to his knowledge of the provisions of this chapter, the traffic regulations, and the geography of the City and, if the result of the examination is unsatisfactory, he shall be refused a license. Each applicant must, if required by the Mayor, demonstrate his skill and ability to handle his vehicle safely by driving it through a crowded section of the City, accompanied by a person designated by the Mayor.
