870.03 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY REQUIRED; LICENSE FEE.
   No person or other legal entity shall operate or permit a taxicab owned or controlled by him or it to be operated as a vehicle for hire upon the streets of the City without having first obtained a certificate of public convenience and necessity from the Mayor.
   No certificate shall be issued or continued in operation unless the holder thereof has paid an annual license fee of twenty dollars ($20.00) each calendar year or any portion thereof for each vehicle operated under a certificate of public convenience and necessity. No vehicle shall be licensed as a taxicab unless it is owned and operated by the applicant. An application for a license shall be made by the owner upon blank forms to be furnished by the Mayor. Such applications shall contain the full name and address of the owner, the make, model and year of the vehicle, the length of time the vehicle has been in use, the number of persons it is capable of carrying and the motor power thereof.
