Certain terms used herein are defined for the purposes of this chapter as follows:
(a) "Taxicab" means a vehicle driven by mechanical power operated for the purpose of transporting passengers for hire, without regard to any fixed route or schedule, from the stand of the operator of such taxicab, or from any point in the City to any other point within or without the City, at the instance and volition of the passenger hiring such vehicle at any particular time.
(b) "Operate for hire" embraces the terms "plying for hire" and "carrying passengers for hire" and means engaging in a transportation service by any person, directly or through any agent, lessee, representative, officer or employee, in the business of transporting persons, or providing or furnishing such transportation service, for hire to the public generally or under special or individual contracts, over the streets and highways of this City. The term includes soliciting public patronage upon the streets and highways of this City; demanding, accepting or receiving any compensation, remuneration, reward, gift, donation, gratuity, tip or other consideration, for transporting any person over the public highways of this City, whether the amount received is equal to, greater then or less than the rates prescribed by this chapter; holding out of oneself to the general public as prepared to transport any person without charge or for such fee as the person transported may voluntarily contribute; and the employment of any other scheme, device or method to circumvent or evade the provisions of this chapter.
