No person shall install, erect, insert, attach, build, create or otherwise use any alarm system which, by electronic, radio, automatic or mechanical means on the occurrence of a given event, circumstance or condition, transmits a signal or voice communication for reception by either the City Fire Division or the City Police Division, unless the requirements set forth in this chapter have been complied with.
