Whenever any tree, plant, shrubbery, overhanging branches, grasses, weeds, vines or similar growths have been trimmed or removed by the City due to failure of such owner, occupant or person having charge or management of the land upon which such nuisances are situated to comply with the five-day notice referred to in Section 668.02, the City shall, after the work is done, serve upon the owner of the lot or parcel of land, by regular United States Mail, at his or her last known address, an additional notice to pay the costs of such trimming or removal of the nuisance as charged as per Section 668.02(b). If the same is not remitted to the City within thirty days after the mailing of such notice, the Building Inspector shall certify the cost to the County Auditor as a lien upon the lot or parcel of land.
