(a) The Mayor and Council are hereby authorized to declare the existence of a water shortage emergency. When such an emergency is declared, the consumers of water in and outside the City shall cease to use water for sprinkling purposes during such emergency.
(b) Notice of the emergency declared pursuant to subsection (a) hereof may be by newspaper publication or may be given personally to consumers.

(c) Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
