628.04 ESTABLISHMENT OF FAIR HOUSING BOARD; COMPOSITION; TERMS OF OFFICE; VACANCIES; QUORUM; COMPENSATION; REMOVALS.
   There is hereby established a Fair Housing Board. Such Board shall consist of five members who shall be appointed by the Mayor. One of such members shall be designated as Chairperson by the Mayor. The terms of office of each member of the Board shall be for five years and until his or her successor has taken office. However, of the members first appointed, one shall be for a term of one year, one for a term of two years, one for a term of three years, one for a term of four years and one for a term of five years.
   Any member chosen to fill a vacancy occurring otherwise than by expiration of a term shall be appointed for the unexpired term of the member whom he or she is to succeed. Three members of the Board shall constitute a quorum for the purpose of conducting the business thereof. A vacancy in the Board shall not impair the right of the remaining members to exercise all powers of the Board. Each member of the Board shall serve without compensation. Any member of the Board may be removed by the Mayor for inefficiency, neglect of duty, excessive absenteeism, misconduct or malfeasance in office, after being given a written statement of the charges and an opportunity to be heard thereon.
