(a) Pursuant to Ohio R.C. 721.04, there is hereby established a harbor line as follows: Extending between the west and east corporate limits of the City and extending into Lake Erie for a distance of two miles from the natural shoreline.
(b) The City shall exercise all powers of government in, over and under the harbor line described in subsection (a) hereof.
