The Mayor, acting as Director of Public Safety, is hereby authorized and directed to appoint a Harbormaster for the harbor of the City, from among existing members of the Department of Public Safety employed by the Director, and to delegate duties and responsibilities to the Harbormaster in the enforcement of reasonable rules and regulations governing the movement of watercraft and the use of the harbor and its facilities along the Vermilion River, and to enforce Chapter 482
. The Harbormaster shall serve at the pleasure of the Mayor and shall be authorized to hold such office along with such other office or rank which he or she may hold within the Department of Public Safety. The Harbormaster shall have the power of citation and arrest in the enforcement of rules and regulations hereinafter referred to and shall be authorized to carry a weapon while upon official business. He or she shall report directly to the Police Chief and the Mayor, acting as Director of Public Safety, and shall be under the immediate command of the Police Chief and the Mayor in performing the office and duties of Harbormaster.
