It shall be the duty of the owner, agent, or occupant of any house, building, or mobile home fronting on a street in the town, to purchase and properly display, in a conspicuous place, a number which has been assigned by the town on or before November 1, 1991. The assigned numbers not to be less than five inches in height and displayed so that it may be plainly seen and observed from the street.
