§ 153.08  APPEAL FROM THE INSPECTION OFFICER.
   (A)   Any order, requirement, decision, or determination made by the Inspection Officer may be appealed to the Planning Board.
   (B)   An appeal from a decision by the Inspection Officer must be submitted to the Planning Board within 30 days from the date the order, interpretation, decision, or determination is made. All appeals must be made in writing, stating the reasons for the appeal. The party making the appeal may be present at the hearing.
   (C)   Following submission of an appeal, the Inspection Officer shall transmit to the Planning Board a copy of all papers constituting the record upon which the action appealed from was taken. This record must be transmitted to the Planning Board in not less than seven days prior to the scheduled date of the hearing.
   (D)   An appeal from the decision of the Planning Board may be made to the Board of Aldermen within 30 days of the decision by the Planning Board. The appeal must be in writing and must cite the reasons and grounds for the appeal.
   (E)   The Planning Board shall transmit to the Board of Aldermen all papers constituting the record upon which the action appealed from was taken. The records must be transmitted to the Board of Aldermen in not less than seven days prior to the scheduled date of the hearing. The party making the appeal may be present at the hearing.
   (F)   The Board of Aldermen shall fix a reasonable time for the hearing and give notice thereof to the parties and shall decide the same within a reasonable time.
