No construction permits shall be issued, nor shall water, sewer, sanitary, or storm, or other county facilities or services be extended to, or connected with, any major or minor subdivision for which a plat is required to be approved unless, and until, such final plat has been approved by the town’s Planning Board and recorded in the office of the County Register of Deeds.
