Where a proposal subdivision includes any part of a proposed thoroughfare which has been designated as such on an officially adopted thoroughfare plan for the town, all parts of such thoroughfare shall be platted by the subdivider in the location shown on the plan and at the right-of-way width specified in this chapter.
