§ 38.17 POLICE DEPARTMENT GOODWILL FUND.
   The City Council adopts and provides for the establishment of a fund known as the Police Department Goodwill Fund to provide wellness incentives, annual service recognition and appreciation with plaques, certificates or banquets.
