Fund 231 (Municipal Court Bonds) is hereby established for the purposes of properly allocating monies for the purposes of purchasing the bonds that will be used to finance the purchase of a new building for the Municipal Court, the renovation of said building to be used as a courthouse, and to receive the payments made by the Municipal Court on the indebtedness incurred by the issuance of said bonds.
