§ 41.01 CIVIL OFFENSE.
   A CIVIL OFFENSE means an offense against the city set forth in the Van Wert Municipal Code of Ordinances and other city ordinances to make certain actions subject to a civil fine pursuant to this chapter. A person may not be charged with a civil offense if that person has been charged with a misdemeanor for the same offense. A person charged with a civil offense may not be arrested for the commission of the offense.
