(A) No solid wastes shall be permitted to accumulate in house trailers or in house trailer parks except in containers as hereinafter described.
(B) Rust-resistant, watertight, nonabsorbent, and easily washable containers covered with close- fitting lids shall be provided in convenient locations at house trailer parks and shall be in sufficient numbers to contain all garbage accumulated between collections. All garbage shall be drained of liquids and wrapped. All containers shall be washed and treated with a disinfectant as often as necessary to prevent nuisance. Solid wastes other than garbage shall be stored in reasonably tight and substantial containers that are easy to handle. Such containers shall be of adequate capacity and shall be provided in sufficient numbers to hold all other solid wastes that accumulate between collections.
