If at any time during 3 months an application is filed with the Mayor making it appear that all the goods in the original inventory have not been sold, accompanied by an inventory of what remains showing the wholesale purchase prices and dates of purchase, a supplemental license shall be issued by the Mayor upon compliance by the applicant with the requirements of the original license, and the payment of an additional license fee of $25 per month or fraction thereof, which license shall continue in effect only as long as the license fee is paid and the licensee shall comply with the provisions of this chapter.
