§ 113.02 LICENSE REQUIRED.
   No person shall conduct any sale of goods, wares, or merchandise at retail which shall be represented to the public as a going-out-of-business sale of a bankrupt, assignee, adjuster, trustee, executor, administrator, receiver, liquidator or any distress stock, or any other sale which by representation may lead the public to believe it to be a going-out-of-business sale, without first filing with the Mayor or his or her representative the inventory hereinafter provided for and obtaining a license to be known as a going-out-of-business-sale license.
