No person shall exhibit upon city property any show, play, farce, circus, opera, minstrel or theatrical performance, menagerie, panorama, musical entertainment concert, motion picture, or other exhibition for which money or other reward is in any manner demanded or received without first having had or obtained from the Mayor or his or her representative a permit, which shall express the purpose for which it is granted and the time it is to continue.
