The city, through the office of the Mayor, shall process all complaints and have continuing regulatory jurisdiction and supervision over the operation of any franchise granted hereunder and may from time to time adopt the reasonable rules and regulations that may be deemed necessary for the conduct of the business contemplated thereunder. In the event of dispute of the Mayor's opinion, the grantee or any other person may request a hearing before a regular Council meeting. The decision of Council shall be final.
