(A) Solicitation of proposals. Any application for the grant of a franchise hereunder, undertaken by the city, will refer to and incorporate this chapter by reference.
(B) Franchise nonexclusive. Any franchise granted hereunder by the city shall not be exclusive and the city reserves the right to grant a similar franchise to any person, company, or corporation at any time.
(C) Council. A majority vote of all members of Council shall be required to effect the grant of any franchise hereunder.
