§ 99.14 APPEAL PROCEDURE.
   Upon denial of a permit, denial of a renewal of a permit, receipt of a false alarm billing, or order to disconnect from the alarm receiving device located on the premises of the Police Department, the alarm user may within 5 business days submit a written request by first class mail, return receipt requested, for a hearing before the Safety-Service Director, setting forth the reasons why the billing or order to disconnect, is being contested.
