§ 99.03 DEFINITIONS.
   For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ALARM SYSTEM. Any mechanical or electrical device which is designed or used for the detection of any unauthorized entry into a building, structure, or facility or for alerting others of the commission of an unlawful act within a building, structure, or facility or both; and which emits a sound or transmits a signal or message when actuated. ALARM SYSTEMS include but are not limited to, direct dial telephone devices and audible alarms.
   ALARM USER. The person, firm, partnership, association, corporation, company, or organization of any kind in control of any building, structure, or facility wherein an alarm system is maintained within the city except for alarm systems on motor vehicles.
   AUDIBLE ALARM. A device designed for the detection of unauthorized entry; or for alerting others of the commission of an unlawful act within a building, structure, or facility; or both, which generates an audible sound on the premises when it is actuated.
   FALSE ALARM. The activation of an alarm system through mechanical or electrical failure, malfunction, improper installation, or the negligence of the owner or lessee of an alarm system or of his or her employees or agents, where an emergency situation does not exist. This terminology does not include, for example, alarms caused by severe weather or other violent conditions.
